CALBAYOG CITY - The clamor of Samareños to have the Provincial Office of the Philippine Statistics Authority (PSA) in Calbayog will soon be fulfilled.
This, after the Sangguniang Panglunsod of Calbayog granted City Mayor Ronaldo Aquino authority to donate a 700 sq.m. lot owned by the city in Barangay Bagacay to the PSA where the latter could establish its office.
According to the draft copy of the Deed of Donation, said lot will be donated by the City Government of Calbayog to the PSA represented by National Statistician and Civil Registrar General, Dr. Lisa Grace Bersales.
The PSA, for its part and in line with their “desire to continually provide quality, efficient, effective, reliable, accessible and affordable services to the Filipino people and its stakeholders and partner institutions,” will undertake the construction of the following buildings on the donated lot:
1. PS Provincial (field) Office for the Province of Samar to house among others, the administrative, technical and support services and operations related to administration of statistical, civil registration, administrative (human resources, procurement, financial, general services,etc.), Phil. Identification System (PhilSys),etc.
2. PSA Provincial Civil Registration Serbilis Center/Outlet of the Province of Samar,
3. PhilSys Registration Center for the Province of Samar ,
4. PSA Employees and Stakeholders Guesthouse and Training Center ,
5. Health and wellness, Sports and parking spaces; and
6. Other buildings and structures deemed necessary.
The PSA will also procure and install state-of-the art equipment , facilities, machineries, gadgets and materials in the buildings and structures needed for an efficient and reliable quality of services to the people.
Once the Deed of Donation is signed between the parties, PSA has the obligation to start the land development and/or construction within 3 years from the signing.
It also has to include in its budget proposals beginning Fiscal Year 2020 and/or earlier and continuing thereafter, any goals, projects, activities and programs in the National Expenditure Program to be prepared by the DBM and eventually approved by the President.
Failure to perform the obligations will cause the automatic revert of the ownership of the donated lot to the city government.
The PSA, formerly the National Census and Statistics Office or NCSO is a government agency mandated under RA 10625, among others, to “plan, develop, prescribe, disseminate and enforce policies, rules and regulations and coordinate government-wide programs governing the production of official statistics, general-purpose statistics and civil registration services.”
Its mandates and functions were further expanded upon approval of Republic Act No. 11055, otherwise known as the Phil. Identification Act.(CJ)
