SAMAR ISLAND ARBS: DARS FIRST COCROM RECIPIENTS IN EASTERN VISAYAS

Agrarian Reform Beneficiaries (ARBs) in 2 provinces of Samar Island are named first recipients in Eastern Visayas (Region 8) of Certificate of Condonation with Release of Mortgage (COCROM) under the Comprehensive Agrarian Reform Program (CARP) of the Department of Agrarian Reform (DAR).

Farmers/beneficiaries from the provinces of Samar and Northern Samar gathered at the Calbayog City Sports Center on December 08, 2024 to receive individual COCROMs, individual titles under the Support to Parcelization of Lands for Individual Titling (SPLIT) and Certificates of Land Ownership Award (CLOAs).

One Thousand Five Hundred Four (1,504) ARBs are named recipients of COCROMs, 592 were awarded titles under SPLIT project and 10 were conveyed of CLOAs, covering an aggregate area of 1,127.1532 hectares.

COCROM eases ARBs from the financial burden over the farmland awarded to them, forgives their outstanding amortization by effectively releasing their mortgage obligation and enabling them to fully benefit from their land.

“Maraming-maraming Salamat po kay Secretary Conrado Estrella III ng DAR at kay Pangulong Bongbong Marcos dahil ipinagkaloob nya po ito. Sa wakas ay wala na po kaming babayarang ganito kalaking halaga, ?hp111,842.00,” (I am very thankful to Secretary Conrado Estrella III of DAR and to President Bongbong Marcos for giving this to us. We will no longer have a big obligation to pay in the amount of ?111,842.00), said Gary Rubante, an ARB from Calbayog City who was beaming with pride, gratitude and confidence of owning the land he is farming for quite sometime now.

Senator Imee Marcos, in her message delivered via zoom during the distribution event, assured ARBs that her office will continue to work on programs that aim to alleviate the farmers from the economic struggles that besets the tillers’ household in the countryside.

With the farmers support, the Senator vows to continue to work towards realization of the programs her father, former President Ferdinand E. Marcos, envisioned in improving the lives of the ARBs. (Please see separate story)

The Senator was supposed to personally hand the Certificates to the ARBs in Calbayog City. Aviation authorities, however, did not clear her flight to leave Tacloban airport due to visibility issues caused by the heavy rains.

The distribution of the Certificates pushed thru with DAR Assistant Secretary Rene Colocar leading the distribution, assisted by DAR Eastern Visayas Regional Director Robert Anthony Yu, Samar First District Representative Stephen James Tan, Vice Governor Arnold Tan, and City Mayor Raymund Uy.

In July 07, 2023, President Ferdinand Marcos, Jr. signed Republic Act No. 11953, or the New Agrarian Emancipation Act that will condone ?57.557 billion in principal debts of 610,054 ARBs nationwide.

For the whole Eastern Visayas, 2,140 COCROMs will erase ?42,333,397.65 of unpaid amortizations and debts incurred from 2,813 hectares of land awarded to ARBs under the agrarian reform programs.

For Samar Province, 1,422 COCROMs were issued to 970 ARBs that covers 1,743.6242 hectares valued at P22,105.866.50 while 514 CLOA E-Titles were released to 458 ARBs (112 Females - 346 Males) covering a total area of 996.4092 hectares of farmlands and 10 regular titles were released to 10 ARBs (4 Females - 6 Males) for a total of 23.5998 hectares.

From Northern Samar, 64 ARBs (32 females - 32 males) were issued 78 e-titles under the CLOA program covering an area of 107.1444 hectares of farmland. There are 718 ARBs receiving 718 COCROMs for a total land area of 1,069.4817 hectares condoning the total amount of P19,227,531.15.(CJ/JMM)
