We did not stop when it was hard.” Samar Governor Sharee Ann Tan was quoted referring to the financial management practices of the provincial government under her administration following the recognition obtained on revenue generation and financial reporting compliance aspects.
The provincial government of Samar received several awards for its exemplary performance in financial administration conveyed during a recently concluded Regional Association of Treasurers and Assessors (REGATA) VIII Seminar-Workshop held on December 3-5, 2024 at the Madison Hotel Park, Tacloban City.

Emphasizing that the services are geared towards addressing the needs of the Samarnons, Gov. Tan expounded that financial administration is tough being one of the crucial parts in government operation that highlights on maximizing revenues or fund sources to deliver what is needed in the community in terms of programs on education, health, social services, and economic development among others.
“Passion, dedication and love for Samarnons were the driving factors that we have seen in Gov. Sharee Ann Tan that is our motivation to achieve this milestone,” Samar Provincial Treasurer Ma. Ruthchel S. Hernandez said.
“The awards presented to the Provincial Government of Samar thru the Office of the Provincial Treasurer is a testament that we live by our principle: One People, One Samar. This recognition would not be possible had the office worked alone. This was achieved through the collaborative efforts of our frontline offices delivering public services,” the Provincial Treasurer added.

Calbayog City was recognized as Top 1 for Compliance on Statement of Receipts and Expenditures Reporting (Prompt and Accurate Reporting) for the 3rd quarter of 2023.
Catbalogan City ranked 1st and 2nd for Compliance on Statement of Receipts and Expenditures Reporting (Prompt and Accurate Reporting) for the 4th quarter of FY 2023 and Highest Year-on-Year Growth Rate on Locally Sourced Revenues for FY 2023, respectively.
TOP CITIES: The Cities of Calbayog and Catbalogan ranked 2nd and 3rd respectively, for Highest Collection Efficiency on Locally Sourced Revenues for FY 2023.

Catbalogan City ranked 1st and 2nd for Compliance on Statement of Receipts and Expenditures Reporting (Prompt and Accurate Reporting) for the 4th quarter of FY 2023 and Highest Year-on-Year Growth Rate on Locally Sourced Revenues for FY 2023, respectively.
TOP MUNICIPALITIES: For Highest Collection Efficiency on Locally Sourced Revenues for FY 2023, municipalities obtained recognition as follow:
Top 2 - Gandara, Samar (2nd Income Class Municipalities)
Top 1 - Zumarraga, Samar (5th Income Class Municipalities)
Top 1 - Talalora, Samar (6th Income Class Municipalities
Tagapul-an, Samar ranked 1st among 5th Income Class Municipalities for Highest Year-on-Year Growth Rate on Locally Sourced Revenues.
Top 1 recognition for Compliance on Statement of Receipts and Expenditures Reporting (Prompt and Accurate Reporting for the 3rd quarter of FY 2023 went to the island municipality of Sto. Nino, Samar.
