TACLOBAN CITY – The National Maritime Polytechnic (NMP) will offer two courses mandated by the Standards of Training, Certification, and Watchkeeping for Seafarers (STCW) convention for free that will bolster employment chances of Filipino seafarers in international vessels amid growing competition.
NMP Executive Director Victor A. Del Rosario said the offering of two additional free courses was approved by Department of Migrant Workers (DMW) officer in charge Leo Hans J. Cacdac.
NMP is an attached agency under DMW that oversees the training of Filipino seafarers and conducts research to enhance the skills and proficiency of maritime professionals.
The two new courses mandated by STCW that will be offered for free are the Passenger Ship Crisis Management and Human Behavior Training (PSCMHBT) and Safety Training for Personnel Providing Direct Services to Passenger Spaces (STPPDSPS).
He said this move enforces NMP's commitment in providing accessible and quality training opportunities and is aligned with its mission to contribute to the needs of the Filipino seafarers for skills enhancement and capacity building interventions.
The two newly approved free courses reinforces the four other free courses that NMP is already offering and will further increase the number of Filipino seafarers that the agency has trained.
Last year, NMP was able to train 15,260 Filipino seafarers on various courses – both STCW mandated and non-STCW or value-adding courses – surpassing its target of 10,000.

Del Rosario said that this year, NMP will expand its offering with the development of two new courses for accreditation with the Maritime Industry Authority (MARINA) – the Passenger Ship Crowd Management (PSCMT) and Basic Training for Ships Subject to the IGF Code. IGF stands for International Code of Safety for Ships using Gases or other Low-flashpoint Fuels.
"This represents a substantial achievement for NMP as we work towards enhancing the accessibility and affordability of our programs and services, made possible by offering them for free. The provision of these courses at no cost extends beyond broadening educational opportunities; it is a significant
contribution to nurturing skilled and competent maritime professionals," Del Rosario said.
In addition to the approved courses, Del Rosario said further studies will be conducted on existing NMP training courses to identify additional training courses that can be offered for free.
