Earlier in his speech, the new police regional director was emphatic about being friendly but firm in the delivery of his functions as PNP Chief in Region 8.
“My leadership style is friendly but firm. I am very friendly to anybody but I will be firm on the actions and the decisions that I will make,” PNP RD 8 Carlos said.
He further stressed that “Pag kayo dehado at sinuportahan ko kay, tatayuan ko yan pero pag kayo or tayo ay may mali at kailangang ayusin, tatayuan ko rin yan” (if you become the underdog, I will stand to support you but if you or we are amiss and there is need to make amends, I will also stand to it).

The initial command that P/CInsp. Carlos wanted the men and women of the regional police 8 to carry is to always put a smile in the their faces as part of their proper decorum.
“The first thing I will tell all of the policemen here in Eastern Visayas when it comes to your decorum You Smile to the public, to the people. You break that barrier between you and the public by smiling at them,” Carlos commanded.(CJ)
