Calbayog City is placed under a State of Calamity, as approved by the Sangguniang Panlungsod during a special session held on October 29, 2022 in the aftermath of Tropical Storm #PaengPH. The session was attended by 10 members of the Sanggunian.

Calbayog City is placed under a State of Calamity, as approved by the Sangguniang Panlungsod during a special session held on October 29, 2022 in the aftermath of Tropical Storm #PaengPH. The session was attended by 10 members of the Sanggunian.
Based on the recommendations of the City Disaster Risk Reduction and Management Council (LDRRMC), in CDDRMC Resolution No. 06, Series of 2022, which is anchored on the partial assessment of damages incurred in the wake of the typhoon, City Mayor Raymund C. Uy presented situations and conditions for the Sanggunian to consider in placing the entire city under a state of calamity.
Mayor Uy cited flooding and roads rendered not passable in the Lower and Upper Happy Valley, Seven Hills, Oquendo left and right river areas; shortage of potable water, damages to houses – total and partial – in barangays Carayman, Bagacay, to name a few.
Also mentioned during the presentation were the number of families that are presently in the evacuation centers and other government shelters, needing assistance, financially and otherwise.

The Sanggunian, was also informed about the need to furnish copies of the declaration as soon as its approval so as to enable the barangays to timely disburse respective calamity funds.
“We will do our best that hard copies of this declaration will reach all of the barangays thru our Community Program Coordinator; we need copies to reach the barangays for them to be able to disburse their calamity funds and provide the necessary assistance that their respective constituents need under the present circumstances,” Mayor Uy explained.
In a statement earlier made via live streaming, the City Mayor advised that Barangays utilize respective calamity funds even when the city government is always willing to provide the assistance seen to be necessary. Disbursement of Barangay Calamity funds, will enable the city government to determine how and where to provide its support for a wider coverage and utilization of funds.
Having heard all considerations presented to be realistic and in accordance with the criteria set forth in making the declaration, the Sanggunian Panlungsod of Calbayog approved the Resolution placing the entire city under a State of Calamity.(CJ/jmm)
