CALBAYOG CITY ISSUES GUIDELINES FOR SAFETY, LAW AND ORDER DURING THE OBSERVANCE OF KALAG-KALAG 24

Aimed at ensuring peaceful and orderly observance of All Saints’ and All Souls’ Days on November 01 & 02, 2024 within the premises of cemeteries in the City of Calbayog, Vice Mayor Rex M. Daguman, in his capacity as Acting City Mayor signed, on October 26, 2024, Executive Order No 23 that provided guidelines to be enforced.

The Executive Order cited prohibitions and permissible attires, acts and objects for sale within the cemetery and the premises as specified by the law enforcers and peace keepers.

It also cited responsible waste management as well as observance of proper entrance, exit and parking policies for vehicles all types of vehicles as identified by the LGU-Barangays.

Deployment of PNP, AFP and force multipliers for the period covering October 31 to November 3, 2024 is defined in all cemeteries. Center of Communication is assigned to KABALIKAT CIVICOM.

Establishment of medical tents as well as assignment of emergency responders are also specified in the guidelines.

Emergency Responders were named being the Bureau of First Protection (BFP) Calbayog Station and the City Disaster Risk Reduction Management Office (CDRRMO).

“I call on Calbayognons to strictly adhere to the guidelines set in the Executive Order that we have issued as it is implemented by persons-in-authority. The guidelines aims to have an orderly and safe observance of “Kalag-Kalag 2024,” Acting Mayor Daguman said.

The Executive Order contains the following guidelines, viz:

1. Wearing of Jackets, backpacks, playing of loud music or videoke, gambling, drinking or bring of alcoholic drinks, pointed objects, and unauthorized firearms, are strictly prohibited in all cemeteries which the territorial jurisdiction of Calbayog City;
2. Only ambulat vendors with special permits from the concerned barangay shall be allowed to sell goods from October 31 to November 03, 2024 at the designated ambulant vending areas outside the cemeteries;
3. Vendors mentioned above are strictly prohibited from selling alcoholic drinks to any person;
4. All visitors shall observe proper waste disposal and apply the “Basura ko, Limpyo ko.” Trash receptacles or similar containe will be strategically provided by CSWMO in al the cemeteries;
5. Visitors and owners of vehicles shall observe the “One entrance, One Exit Policy.” Entrance and exit shall be established in all cemeteries;
6. Medical tents will be set-up at the entrance of all the cemeteries with medical team who will respond to all medical needs;
7. PNP, Barangay Tanod or Force Multipliers will conduct routinary check at the entrance of the cemeteries as part of safety protocol.
8. Entrance/gates will be opened at 5:00 o’clock in the morning and will be closed at 11:00 o’clock in the evening.
9. The barangay, as far as practicable, shall identify the parking areas for motorcycles and four-wheeled vehicles outside the cemeteries in coordination with the CAPOSO which will oversee the flow of the traffic within the area;
10. The PNP, AFP and force multiplier, shall deploy personnel from October 31 to November 3, 2024 for security purposes I all cemeteries, and assist in crown control and law enforcement.
11. The KABALIKAT CIVICOM will assign their members in all cemeteries to act as center of communication within the area and provide appropriate information to the “Advance Command Post” for a possible response to terms of rescue and similar relief.
12. Advance Command Post shall be established, manned by a composite team, under the direction, supervision and leadership of the PNP;
13. BFP and CDRRMO personnel will be the emergency responders which will be deployed strategically in Calbayog City proper, Tinambacan area, and Oquendo area, respectively.
14. All prohibited items mentioned in number 1 herein, will be confiscated from the person in possession of said item(s). It will be properly recorded by writing the name of the person, the address and the item(s) subject of the confiscation.
15. Except for the pointed objects and firearms, the confiscated item(s) will be returned upon leaving the cemetery premises to the person in possession of the confiscated item(s).

The Executive Order will implemented starting October 31, 2024 even as preparations such as putting up of medical tents, command center and other preparations are on-going as of October 30, 2024.

Acting Mayor Daguman emphasized that the guidelines will allow everyone to offer prayers, candles, flowers and food in paying respect to their departed loved ones with confidence that peace, order and security in the area is well guarded.(CJ/JMM)
