BILL SEEKS SNSAT IN TAFT, EASTERN SAMAR TO TRANSFORM INTO POLYTECHNIC STATE COLLEGE
Samar National School of Arts and Trade (SNSAT) based in the Municipality of Taft, Eastern Samar is sought to be developed and modernized into Eastern Samar Polytechnic State College (ESPSC).

A bill filed by House Minority Leader Marcelino C. Libanan seeks for the upgrading of SNSAT into a new polytechnic state college that will enable Eastern Samar province to bring out a greater number of job-ready graduates of higher education in the future.

“We are absolutely determined to boost up public access to free higher education in Eastern Samar,” Libanan said.

The new ESPSC will offer professional and technical instruction and training in both graduate and undergraduate levels in the fields of engineering, education, arts and sciences as well as artes and trades.

“We are counting on the new ESPSC to produce highly employable graduates who can help their families achieve a superior quality of life,” Libanan emphasized.

The draft of the proposed law, denominated as House Bill No. 10092, that desires to obtain public access to free higher education in Eastern Samar is in line with the Universal Access to Quality Tertiary Education Act of 2017 where the government pays for the tuition and other school fees of students enrolled in state universities and colleges.
When the bill is enacted, the new ESPSC will have its own governing board under the supervision of the Commission on Higher Education (CHED).

Earlier, Libanan filed a separate bill that seeks to put up Eastern Samar’s first state-run college of medicine, tabbed as HB No. 9872 to established as a unit of Eastern Samar State University (ESSU).

Pending Senate approval is House Bill No. 9302, passed by Libanan, seeking to create a new ESSU campus in the Municipality of Balangiga.

In 2004, Libanan also authored the bill that became Republic Act No. 9312 which founded the ESSU by integrating the former Eastern Samar State College with the former Maydolong National Agricultural School.

ESSU campuses in Borongan City, and in the municipality of Can-Avid, Guiuan, Maydolong Salced and Arteche has now an enrolment of around 14,000 students.(CJ/JMM/4Ps)
